Keep teacher licensure exam to protect quality – Eduwatch warns amid reform plans

Kofi Asare, Executive Director of Africa Education Watch.

The Executive Director of Africa Education Watch, Kofi Asare, has cautioned against scrapping the Teacher Licensure Examination, saying the test remains a critical tool for maintaining quality in Ghana’s education sector.

His comments follow a directive from the Ministry of Education instructing the National Teaching Council to hold a final sitting under the current licensure framework by August 30, 2025.

The order, issued by Education Minister Haruna Iddrisu during the inauguration of a new NTC board on July 15, is part of a broader transition to a revised system for assessing teacher qualifications.

Speaking to Accra-based Citi TV on July 16, Mr Asare stated that the licensure exam has not been abolished and should remain intact to safeguard teaching standards.

“Teacher licensure examination hasn’t been abolished. It’s still very relevant,” he said.

“If we abolish that exam conducted by an external body, we’ll end up admitting individuals who, based on scripts I’ve reviewed, struggle to construct a sentence in English.”

Mr Asare argued that the exam’s administration by an independent body is essential to preserving its objectivity and ensuring only qualified candidates enter classrooms.
