Agbodza: Gov’t to sign 31 major road contracts by end of August with strict timelines and penalties



Minister for Roads and Highways, Governs Kwame Agbodza, has announced that the government will sign 31 significant road and bridge construction contracts by the close of August 2025, all of which will be governed by firm timelines and stringent penalty clauses to curb unnecessary delays.

The Minister disclosed that commencement certificates had already been secured for all the projects and that procurement processes were currently underway to identify and engage contractors for immediate mobilisation.

“The commencement certificate has been obtained, and we are now in the procurement process to get these contractors to the site. The contract is two years, that is, 24 months from start to finish and handing over,” he confirmed in an interview with Accra-based Citi FM.

Mr Agbodza made it clear that the new contracting model marks a departure from past practices where project delays were often tolerated without consequence. He explained that under the revised framework, contractors who halt work for more than two months without justifiable cause would face immediate termination of their contract.

“Unlike the past, we are writing into the contract that if you delay for three months without any justification, we will terminate the work immediately without further notice,” he said.

He further emphasised that the agreements would require round-the-clock construction activity. “In the contract, they are going to work 24/7, so you are not compelled to take these projects if you have issues with it.”

The Minister also revealed that all contracts, with the exception of the Dambai Bridge project, would be signed by the end of August.

The move is part of a broader infrastructure drive aimed at improving road connectivity across the country and stimulating local economic activity. Below is the full list of the 31 road projects expected to commence by September 2025:

3. Upgrading of Tumu–Han–Lawra Road

4. Reconstruction of Navrongo–Tumu Road

5. Rehabilitation of Techiman–Nkonsia–Wenchi Road

6. Rehabilitation of Wenchi–Sawla Road

7. Construction of Sunyani Outer Ring Road

8. Construction of Kumasi Outer Ring Road (Eastern Quadrant)

9. Rehabilitation of Gibitri–Nakpanduri Road

10. Rehabilitation of Dodo Pepesu–Nkwanta Road

11. Rehabilitation of Atimpoku–Asikuma Junction Road

12. Rehabilitation of Asikuma Junction–Anyirawasi Road

13. Reconstruction of Anyirawasi–Ho Titrinu Road

14. Upgrading of Akosombo–Gyakiti–Kudikope Road

15. Upgrading of Asikuma to Anum Boso–Kpalime Road

16. Upgrading of Adomi Bridge to Akwamufie Road

17. Rehabilitation of Ho–Kpetoe Road

18. Rehabilitation of Kpetoe–Afiadenyigba Road

19. Rehabilitation of Afiadenyigba–Penyi Road

20. Rehabilitation of Penyi–Aflao Road

21. Dualisation of Winneba–Mankessim Road

22. Dualisation of Cape Coast–Takoradi Road

23. Rehabilitation of Mankessim–Ajumako–Breman Asikuma–Agona Swedru Road
