Prof Henry Kwasi Prempeh says one of the most critical goals of the constitutional review is to reduce the burden placed on the presidency while restoring public trust in governance.

Speaking on JoyNews monitored by MyNewsGh, he described Ghana’s presidency as excessively centralized. “What people call power is also a burden,” he said, noting that presidents are currently responsible for appointing an overwhelming number of officials.

“We are giving the president the right kind of power and taking away what has become a burden,” he said.

“If you haven’t performed in five years, it becomes very difficult to persuade voters to give you more time,” he said. “In our logic, five years is actually tougher on the incumbent.”

Prof Prempeh also clarified that the proposal cannot affect the sitting president. “He was elected under a constitution that gives him four years. You cannot change a term midstream,” he stated.

“This became the genesis of the chieftaincy dispute known today as the Mamprusi–Kusasi conflict,” Sekou said on Asaase Radio.

He added; “The conflict has persisted not because solutions are unavailable, but because resolving it would require political sacrifices many governments are unwilling to make.”

The Bawku crisis, Sekou concluded, has become sustained by political convenience rather than tradition, making genuine resolution extremely difficult.

His remarks draw on his research in The Bawku Chieftaincy Dispute: History, Legitimacy and Political Interference, which traces how colonial and post-independence policies reshaped the traditional governance system.
