Minority dismisses Ato Forson’s claim on road project funds as false



The Minority in Parliament has described as “false and misleading” recent claims by Finance Minister Dr Cassiel Ato Forson that the previous government took loans for road projects like Ofankor–Nsawam and Suame Interchange but spent the funds elsewhere.

According to the caucus, the $750 million Afreximbank facility secured in 2022 was transparently approved and targeted for critical national infrastructure.

In a statement issued by Kennedy Osei Nyarko, the group explained that the facility was designed to support multiple road projects across the country, including the Flowerpot Interchange, Borteyman dualisation, and key bypasses along the Accra–Kumasi corridor. “It was a programme-based facility with phased disbursements tied to progress,” he said.

He noted that government counterpart funding was also part of the arrangement, with project milestones clearly defined.

“To now suggest that the money was diverted is not only disingenuous — it is an attempt to rewrite the record for political gain,” Mr. Nyarko stated. “Let’s speak facts. Let’s be truthful to Ghanaians.”

The Minority believes that delays in project execution are not due to misallocation but rather the current administration’s failure to honour payment obligations.

This, they argue, has led to stalled works, loss of contractor confidence, and mounting delayed-payment claims that threaten to inflate costs further.

Calling for a shift from blame to action, the Minority urged government to recommit to completing these key road projects.

“Instead of politicising the past, they should focus on delivering the roads Ghanaians were promised,” Hon. Nyarko concluded. “The facts are clear. The responsibility is theirs.”
