The Papyrus Global is pleased to formally announce that Retired CP Fatai A. Owoseni, MA, BA, Special Adviser on Security to the Governor of Oyo State and Executive Secretary, Oyo State Security Trust Fund, has been confirmed as a Keynote Speaker and Special Recognition Award Recipient at the 8th Papyrus Global Local Government Chairmen/Mayors Conference & Awards (PAMLOGMA)/PAGMACA 2026.
The highly anticipated conference is scheduled to hold from April 29th to May 1st, 2026, at The Palms Hotel, Central Business District, Muhammadu Buhari Way, Abuja, Nigeria, and will convene distinguished leaders including over forty (40) Mayors and Local Government Executives across Africa, alongside ministers, lawmakers, policymakers, and members of the diplomatic corps from more than twenty countries.
As a keynote speaker, CP Owoseni will deliver an address on the theme:
“Peace, Security & Community Stability.”
His selection reflects his outstanding career in law enforcement, strategic security leadership, and his continued contributions to governance and public safety. With over thirty-five years of exemplary service in the Nigeria Police Force, he rose to the rank of Commissioner of Police, serving in key states such as Lagos and Benue, where his leadership significantly impacted operational effectiveness and public safety outcomes.
Beyond his national service, his expertise extended to the global stage through United Nations peacekeeping missions in Darfur and Angola, where he played vital advisory roles in security sector reforms and transitional operations.
In recognition of his enduring contributions, he will be conferred with the prestigious:
“Special Recognition Award: Excellence in Strategic State Security Leadership.”
Currently serving as Special Adviser on Security to the Governor of Oyo State and Executive Secretary of the Oyo State Security Trust Fund, CP Owoseni continues to shape innovative security frameworks that strengthen both state and national security architecture. His intellectual legacy includes authoring the landmark “Handbook on Guidelines for Police Officers Deployed on Election Duties,” which enhanced the conduct and integrity of Nigeria’s 2015 general elections.
His participation at PAGMACA 2026 is considered pivotal to advancing critical conversations around security.
